The point of level and attributes is like keeping statistics for sports games it lets the gamer at a glance know how well the character is performing and shows achievement in a nut shell. The same when being promoted in the workplace. The employee goes from level II assistant to level III assistant. The title shows that the employee has performed well enough to be given the higher rank.

I still like the Might and Magic method where you are not given the higher rank until you show a trainer that you deserve it. You can have the necessary gold and experience but a trainer gives you a quest to demonstrate your level of proficiency. Succeed at the quest and obtain the higher rank.

That's system doesn't make sense. Abilities don't flow from ranks.

I don't become a better worker because I'm being promoted. I'm promoted in virtue of the ability.

The promotion is your reward for proving you are better in a skill. Just like you have to prove to your boss through your performance that you are better. The trainer is there to ascertain whether you have obtain that level of proficiency or not. 
Anyone can say they are better, but how did they prove it. If I state that I have become a better swordsman how did I prove it? Did I slay all the other swordsman who made the same claim? ( LIke gunslingers in the old west trying to prove who is faster. It was done by dueling other gunslingers) Were my abilities tested for all to see?
