Others have noted it and I have experienced myself an apparent increase in ultra rare drops. I bought 10 PSPs yesterday and (in addition to the chain of useless character cards) got 3 Ultra rares.

That is a 30% UR droprate. For me, if they made the droprate 100%, it wouldn't change anything. Once I maxed all my URs, I would still be getting nothing in my packs.
Gold level consumable instead of maxed out Character Cards. Level 4 or 5 buff consumable, or pack of 5 level 3 buffs.
Also, I have a feeling you just got lucky. Really lucky.

Since the latest patch and DLC came out whenever I've gone on a PSP buying spree I've been sitting on about 1.5mil. credits. Each time I've spent what I've banked at the store I've pulled between 2 and 4 levels of ultra rare weapons.

Then you've got some of my luck, and I'd ask you to give some back.
As soon as I posted that, I got an Indra in my first, and only pack of the day. So, for the day, my UR droprate is 100%. I wish I could have played more with the luck that everyone is talking about, but I had a car to fix. Stupid adult people problems!

So...
Character cards are now substituted with higher level gear once character kits are completely unlocked. This is a very significant change to the original store system.
It would be very interesting to conduct a new survey whether this is sufficient a change or not. Hope someone will take the time and make the poll... It might even be representative.... Especially its size...

I am really curious how this latest change will effect people buying packs with real money... Too bad no reliable data is released about this. I know I would definitely still not buy, in sipite of the fact that the RNG system was made much less aggravating by the removal of character cards.
