Any way to mod the Valiant to have Concentration Module built-in?

On the PC, yes. Mod the Valiant normally at the workbench. Then save the game, and open up the save in Gibbed's ME 3 save editor. Select the Raw tab, then select the character name. Then select on the right hand side, Weapon Mods. Look through the entries until you see the Valiant and select it. Then you should see the weapon name and two entries that correspond to the existing mods you added at the workbench. Click on the text window at the end of the highlighted entries, hit enter, and then paste in the name of the concentration mod. Save the file. Go back into ME 3, and even though you wont' see it at the workbench, you should be able to use it in game.
You might have to search around for it; I know there are lists of what does what online.
