Herren sells regular cheap armor, in my last playthrough he sells unique items though, not sure whats happening.

You need to do either Redcliffe or one of the Treaty areas first I believe.

Just make sure to buy it BEFORE you do the dragonscale quest, as Herren will stop selling to you after that.

It appears fairly "late" in the game (what was it now, after you get 2 armies on your side at least, I believe) and only if you haven't completed the dragonscale quests, at which point the shop becomes inaccessible.

I got it after I had finished the Circle of Magi and Redcliffe/Sacred Ashes. Not sure if saving the Arl affects the stock or not. You probably just need to finish 2 of the main quests.

I've done the mage circle and the dwarves and there is no awesome armor for me yet
