 There's no "Vanguard" squad mate.  After looking at all of the squad's powers, there isn't one with a combo of Combat and Biotics.  We had Wrex in ME1 as the Vanguard equivilant and Jack, Jacob, and Thane in ME2.  So, what happened?

Garrus - Combat/Tech
Liara - Biotics
Ashley - Combat
James - Combat
Javik - Biotics (He's the closest one I can think of that's the Vanguard squad mate)
EDI - Tech
Tali - Tech
Kaidan - Biotics/Tech

I already have enough trouble ordering the existing people to do stuff. I would think a vanguard squadmate would be the the worst of them.

I think Javik is effectively a vanguard, although I don't have the DLC so am stuck with loads of tech and combat people. Makes me wish I had kaiden often.

I think it's because of the simplification of talent trees in Mass Effect 2. In Mass Effect, soldier talents were given to Infiltrators and Vanguards but they tended to be passive abilities which were, in the sequel, removed or subtly incorporated in to every class i.e. weapon proficiencies.

In this simplification soldiers were given a bunch of ammunition powers which added to the class' versatility, concussive shot; their only true damage ability and adrenaline rush; a damage boosting cooldown. In fact, the only things of the soldier that was incorporated in to the infitrators and vanguards were the ammo powers. These hybrids were no longer hybrids; they were their own class.

Vanguards were no longer adepts with shotguns, close combat and some extra survivability as they were in ME, they became simply, close combat.

In ME2 Jacob fits nicely if your own playstyle is based around close combat as his abilities and weapons, as does Jack for similar reasons. In Mass Effect 3, I'd argue that James or Tali have similar effectiveness, despite neither being biotics.
Also, as pointed out above, I don't want characters independantly charging in to the fray and getting overwhelmed and killed.
