You are trying to save the council members and on top of the elevators when your C-Sec partners radios in that there are "Incoming Phantoms."  What he really means is "Incoming frustration."

The phantom and her squad of support are completely ****ing impossible on insanity.  I seriously last 5 seconds or so in this part.  I can't take cover from the guys with guns because the phantom will insta-kill me if I do, but if I don't take cover I last 3-5 seconds against the 3 guys gunning me down.

I have both the drone and the mobile turret - but neither stay with me due to the speed of the elevators.

Any ideas on getting past this?

quickly shoot the power relays on the bottom or top of the elevator and it instakills them
