Because these competitions are olive branches(PR technique), nothing more. They will either cease doing them, or will automate entirely the process in a month or two.bhsup wrote...

If it is a choice of automatically giving the prize even if goals are not met, or ceasing, I say cease. It would be ridiculous and insulting to have a competition then give awards for criteria not met.
I'll also not miss the bottle on purpose for Garrus. Too much respect for him to do that.

Obviously these competitions are intended to keep people interested in multiplayer, but this whole idea that they are rigged reeks of conspiracy theorists. There are much better ways they could be spending their time than pretending they have a huge player base.
