Yeah, so I (again) missed out on Felon's Coat when I was too eager to hand in my Dragon Scales... Is it possible to get it in some other way, ie using the developer console?

nah, i tried too i missed it on my first playthrough and almost forgot about it my second playthrough. the merchant keeps turning me away if i try to barter with him again. apparently when they were makeing the drakeskin armor they spent too much time and lost most their customers. that's why the merchant is so bitter.
