I think her being important to the game makes sense. Even though I was with Ash, I was happy to have Liara there the entire time.

But she really isn't terribly important to the game in my opinion, I think Tali, Legion, Garrus or Wrex are more important in terms of war assets or helping Shepard. She's the Shadow Broker, which in itself is a HUGE deal. Tali, Legion, Garrus, and Wrex can all be replaced in ME3, so it's obvious that what they did wasn't something only they could do. Liara is kept alive throughtout the series because she's important.
And after Thessia? She's upset that her people are being wiped out. Anyone would be. Even on my Ashley romance profile I felt terrible after that mission. It was a loss. Defeat. Bitter defeat I might add. She's a scientist, not a soldier. Death doesn't come naturally. Especially not in large numbers like that.
During ME2 she's just a Broker. I can't see how she could annoy you there, because she has very little to say. Lair of the Shadow Broker actually brings her back towards her old character. Shepard even calls her out for asking him to do meaningless tasks, and she doesn't know how to respond.

I guess they could have had Miss Cameltoebot interupt you more instead. I don't think Liara interrupts you anymore than Admiral Hackett.
