Not that I'm aware of, but ... I assume you're looking for ways to rapidly reuse/reset lighting in like areas the same. If that's so, what I do is create a series of template maps with the lighting and other settings preset and then later copy them and use the copies as my new areas to build in.

I've not been able to add new ones, but I have been able to replace a couple of existing ones that I never used.
environment.2da - contains the preset lighting, fog, and weather settings. If you want to rename them you'll have to do a custom .tlk line.

I would like to see somebody hack the toolset to complete and/or enable the stuff that bioware never got around to.

As the AD said, you can do this by adding new entries to environments.2da - you just need to either find an appropriate tlk file line from the standard resources to use for the name, or use your own custom .tlk file. For example you could name it "Underdark" or "Castle Interior" if you wanted with no more than an environment.2da edit, because these already exist as strings within NWN's .tlk file. You'd need to look up what they were by opening up default.tlk using something like Axe's Killer TLK Editor (which is killer btw)
