But they have additional time now, devoted exclusively to the end-game. Almost 2 month already passed and there's no release date for EC on the horizon so they will have AT LEAST 3 months of extra time just for the ending. So no, I don't feel like I should keep my expectations uber-low.
They wrote it, and recorded it so that they could someday use it, but they never did. (It didn't get cut or get planned and dropped; they just ended up never needing to use it for anything.)
Not to say that they won't find a use for it now, but it never belonged to anything (there's nothing to "restore"—they'd have to create corresponding content from scratch to be able to use the voiceover lines).

I'm betting it's due to resource (memory) constraints...just like all the ME2 exclusive squadmates are on vid log (you only 'see' them one at a time)
Up to 8 (vidcom) + the generic soldiers (a lot of them mostly human, some turians) + Garrus, Primarch, Vega, VS (optional), and the objects like the vehicles (Mako & Tank). I'm talking about the area before the turret sequence btw. That's why I think they went with vidcom in order to load up one model (with audio and animations for each model) at a time. Once you finished talking with someone (say Jack) then it would unload the assets from memory.
Later on you see a certain speech to men at arms either from Wrex, Wreave, or Kirahee (haven't seen a vid on Geth Prime) why not everyone? Again I can only think it was due to how much memory they had available.
In ME2:
Normandy crew was up to 4 (Chakwas, Kelly, Random bald guy, random woman) + 12 squadmates + area surrounding them...nothing else
I honestly can't think of any other reason aside from memory constraints (perhaps rushing to meet deadline they said, "let's just stick them to vidcom it's easier")

I don't exactly mind - but after reading how THAT's what war assets were for...it's hard. War assets are just numbers at this point. Playing ME3 again I care less and less if I suggest we focus on small crimes on the citadel or give the weapons to oraka vs. placing a kill order on him. All those small miniscule (awesome) side missions are all...meaningless.
I hope to god the extra content includes assigning the war assets. But I think that's too much and too large a task.

Giving us that kind of freedom is great, but if they're going to just funnel it in to the same tri-colored ending, that really takes away a lot. It wouldn't really be like the SM...it would just be another, "oh yeah, all those right decisions you made back there? They don't matter" moment.
Priority: Earth was lack-luster from the second you hit the ground. However, making it an epic, full-on ground assault with all the forces you've gathered and then getting to the beam and the Starchild after that?
I'm not sure I can handle that sort of quality whiplash.
