is correct here. Just because the content exists doesn't mean that
anything substantial was around it. They intended not to use it and they
didn't. They CAN however use it to make the EC better.

Alongside the bad writing and plot holes the ending gave us, this was my biggest issue. I really, really, really hope this gets implemented. It won't substitute a retcon for Starkid but it'd make me a happy camper again.

However i belive them when they say that this wasn't "cut", it was never really implemented (i mean, they prepared all this for the actual implementation, but since it was all rushed they've never actually implemented it), which is still a shame.

They don't know that yet. better to deal with the consequeces you're sure about and hope for the best later.
I'm sure that's part of the mindset that went into the final call.
When ME4 is met with a resounding "meh" of preorders, they'll deal with that then.
Fact is though that there's far too large a portion of the gameplay that was (now) verifiably cut to claim "artistic choice."
No one would put that much work into things like the fleet GUI to then decide that what they went with was actually the better choice.
