I only promote if I want to respec like 3 or more of the characters in the class. That said, I have mine at around 350ish.
I keep my n7 rank low because...

I play certain classes I'm not that good with for the sole purpose of promoting them to up my N7 rating, but with my main classes, I'd much rather keep my characters at level 20 at all times, especially engineers. I will not ever promote my engineers.

I personally have no reason to promote. I reached 120 a week after starting MP and have remained that way ever since. The RNG *loves* giving me Reset Cards, and I really do love getting them, because it lets me try new things without needlessly gimping five of my characters and giving me one less class to take into gold. So I've never really needed to do it.
It's also really great, because not only do I get to have a full set of level 20 characters ready to go at any given moment, but having an N7 of 120 keeps me from being in games with the kind of people who kick players based on their N7 rank. Since I have no desire to play with people like that anyway, it's a win-win.

I kept my N7 rating at 300 for a while. I didn't see the point in promoting. But after a while I got bored with N7 300 & having all my characters at level 20 all the time. Gaining experience & leveling up your characters is part of the game. The game is already too repetitive & there's not much to it, so why would you want to remove a large chunk of it?
I also got to like restarting with no powers & low health. All I have is my trusty Revenant X to rely on. It's kinda fun to go from a level 20 to a level 1. Leveling up from scratch gave me something extra to do. So now I <3promoting. Every time I play, my character is at a different level with different powers. Helps it to not be as boring.

The only reason I promote is so that I don't feel completely jipped when I get a character card for the 100th time.

Agreed. I only made it up to 840 because I was promoting to re-spec before someone told me the re-spec card removes the forced single point on certain characters. Now I use the card.
We've all seen tons of 420's...those guys are keeping that number when in reality they are much more skilled players than it appears.

I'm N7 300 right now, I only promote when I feel like re-speccing or challenging myself by running gold with a level 1 character.

I haven't played SP since first playthrough, so I don't promote at all.

I like the feeling of having to regain ranks. I mean, not often, but I don't want to play solely for the upgrades, and I do need to be given a reason to back out of gold. I may dismiss my lack of medi-gels, but I need to let the few I'm given build up.

Once for the achievement, twice for Operation Whatever. This yields N7 = 210, where I'll stay until there's a legitimate reason to promote.
If there's another Operation BlahBlah that forces some number of promotions, I hope it's not for the Victory Pack. We'll fail that one a lot harder than we failed Sliencer.
