Damn near the last line in The Stand. It worked perfectly there, because while one cycle was complete, they weren't clear if the cycle was really broken, or if it could ever even actually be broken. It's the same for Mass Effect. Sure, each ending breaks the cycle in one way or another... but it is really over? The cycle of death and rebuilding? We don't know. No one knows.
