 Okay, so just to make this short and to the point.

I have a multiplayer account on PS3, gotten most of the stuff I want/need, and am pretty happy about it. But, I am soon going to get a newly specced PC for gaming and other such things, combined with a new Mass Effect 3 for my PC. So, will my Multiplayer unlocks, N7 rating, and so on, so forth, transfer over the consoles?

In short, no.

For multi platform games like ME3 your progress is matched against your gamer id not the EA account.

So your unlocks are tied in to your PS3 ID, and not the EA one, therefore, you won't get them on your PC account.

Sucks, but I guess I'll stick with my PS3 for ME3 Online. Thanks!
