probably because; 1. even a little bit of lag really f-s up some aspects of the game and 2. most games have some lag; so people want to host. then if it takes a while to fill up, they start doing something else.
i don't mind people taking their time configuring their set up, but if they're just not paying attention and holding everyone up, it really annoys me.

N7<75 eithout good loadout = KICK
Weapons: Avenger, Shuriken, Incisor, GPR (non-geth), and a few others usually = kick
classes: NOVAGUARD and Drellguard = TRIPLE KICK
And a few others that vary.

Disregard. There's absolutely no reason to carry more than one weapon other than personal taste. Regardless of class, cooldown > 2 weapons.

...obviously its a risk going into a public lobby, that is why you boot people until you find players that will minimize that risk, , if you go into gold just to keep dying and not getting the most out of what gold offers, then that is just silly
i expect everyone to go into gold knowing that gold itself is a challenge so you should be going in with the characters that you are best are playing with, and obviously if more than one person puts an X next to a player, then they feel that with your current build you are not ready
if you find people who want to play with your wierd builds, good for you...not everyone wants to play with people with weird builds....
ive stated my pre-match player evaluation...if you dont have one, have fun playing gold the way you play it

casters that need 200% cd are idiots. if you have a free slot, put a javelin in it. how are you ever going to increase your weight capacity if you don't exercise? facepalm!

Character: I typically don't care about this, not nearly as much as other people do. I believe any character can be good and useful to the team if the player knows how to use him well (yes, even human soldier) and have faith that people generally use their better characters on Gold anyway. I generally hate low (single-digit) characters. I don't care how good you claim to be at it, I don't want to play with a long-cooldown/limited-power/tissue-soft character.
Weapons: this tells me in a big way how the player will play. I expect them to cast their powers frequently if weapons allow it. If their weapons are heavy, I expect them to be combat-oriented - which I'm fine with, if they're good at it.
Equipment: I like seeing players use it, it shows me that they're "invested" into the game. People who use none, I worry if they're taking it seriously.
Mic: a plus for obvious reasons. And sometimes they'll tell you things about how they play which gives you an idea of what to expect.
I'm not big on kicking, I only do it to really low N7's or really low-level characters.

20-50: I make them aware it's silver (or gold) and that they might not be ready for it, unless I get a response: kick
50-100: Fine for silver, always ask them before gold.
100+: Always fine as long as kit checks out.
Setup:
Class appropriate weapons: adepts & vanguards with heavy snipers are auto-kicked. I'm also unkind to people with Kishocks as 99% of the time they just unlocked it and want to "try it out", I suggest they go to bronze to so this. Otherwise I'm quite forgiving with weapons, most classes can do well with most weapons provided they know what they're doing.
Mods: Enhanced scope with a javelin is a waste of a mod slot, stop trolling me please.
Equipment:
People with amps for weapons they're not using are auto-kicked. Otherwise people are free to use what they like, although I think people should fill at least a couple of equipment slots on gold.
I'm also inclined to kick people who kick others without good reason. For example, people who kick level 1 players on bronze should be kicked themselves.

Tell me about it, when I first unlocked the Kishock I went to try it on silver, my regular stomping grounds. Never been so embarassed by how much I sucked.

Silver: I only look at their level. If they are under level 15 they better have a good loadout. If not they are kicked.
Gold: I usually only do FBW/G/G so it depends on level (level 18 or up) and class. Loadout only depends on the class.

Silver: At least N7 20, at least character level 4 usually, and no stupid load-outs if at that level.
Gold: At least N7 70 on Firebase White, any other map 120+, no stupid load-outs again, must be over Level 10 unless has a very high N7 and X weapons and equipment, or is a good class below Level 10 with good weapons and equipment.

Yeah, I have kicked people on silver a few times, but I usually just feel like a jerk afterword
On gold, I still usually tolerate one suspicious or unconventional character, though I will initiate/vote to kick someone that is obviously not suited for gold. As on silver, I don't really focus on any one aspect of the character, but a combination of character/N7 level, equipment, class and synergy with other players (and enemy/map if either is specified). If too many of these are off, I don't have a problem with kicking the player, though if I'm hosting I will usually try talking to them first. The 'talking before kicking' bit can be really effective - a lot of times people will acknowledge you and either leave on their own or switch to a better class or/and loadout. Sometimes they even apologize

class Choices: Another tricky variable, some classes seem to be evergreen such as Infiltrators that most of the times come handy, some others are a hazard, such as human/krogan vanguards which either they will get killed during the first minute of every wave ultimately leading the team an inevitable defeat OR they will be so good you will have troubles finding standing enemies.
Wether they green up or not.

Weapons: If you use a starter weapon it isn't at least 7+, you haven't put enough time into building a base, so I won't approve of gold. If using ULM, I'll explain it's bugged, If you disagree, I won't waste my time.
Character choice: I'm a bit lenient, but consider that drell adept is made for casting.
Finally, your headset: I prefer not to give myself a migraine while playing. If you want to listen to reav-- I mean dubstep or crying babies please mute it, I don't have the ability to.

The other night I respecced my GI for GPS use, and changed the weapon to match. Entered a lobby, put on a shotgun amp and readied up-- clock ticked down and the game started.
Lo and behold, neither my powers nor my weapon were changed-- but one of my respec cards was used, because I got a new one right after that game

battlemaster + sniper = kicked. this is even more embarrassing and shameful than the previous two.

(gold only) human soldier/vanguard = kicked. these attract retards like no other. however, if the vanguard is the host, depending on my mood/their weapons/their equipment, i give it a go.
if your online handle includes a reference to sniping, drugs, internet lingo/memes, hitler's birthday, or anything about ponies = kicked. i refuse to affiliate myself with such people in any capacity.
if i check your online profile and find out that you are a fan of the yankees, lakers, NY giants, eagles, redskins, steelers, canucks, packers, heat, angels, or liverpool = kicked. if i read that you are a fan of the mets or the phillies, i not only kick you, but i send you a 15 second voice message of me laughing.
(gold only) striker, falcon or incisor equipped = kicked. take your poo flingers and get out.
that's all for now. but yeah, this system works out pretty good.
