The Phalanx is really good if you like shooting a lot, it does decent damage but you cant really get consistent killshots to the head with it.
So it is more about putting on pressure fire. Fast firing, light and stuff.
The Carnifex is pretty light if you get it to a high level, and even if you dont the damage it does makes up for the slight cooldown penelty it might give you.
It does a lot of damage if you make sure to get headshots, and even if you dont the bodyshots hurt a lot and you have ammo enough to kill most enemies that way anyway.
The Paladin does insane damage, it is a bit heavy but with the right playstyle it is worth the cooldown penelty to carry it around.
The biggest problem is actually the lack of ammo, make sure to make every shot count or you will be running out of ammo to much.
But if you make sure to get headshots and not waste bullets it is crazy how powerful that gun can be.
Personally, I prefer the carnifex.
I run out of bullets to much with the paladin, on gold I dont really have time to aim as carefully as I would need to benefit from the Paladin and having more shots in the mag makes my dps output higher with the carnifex.
I am mostly focusing on doing my BIG damage with my biotic powers anyway and using the Carnifex to shot anything I see while I wait for the cooldown.
I am looking forward to getting my Paladin to a higher level and playing more with it since I do SO much damage with it when I use it. But, I keep running out of ammo and it doesnt help me as much when I am in a pinch right now.

The Phalanx is easy to get and its a very good pistol,the Carni hits harder but is heavier and slower firing.
The Paladin is a great heavy brute thats more like a one handed sniper rifle than a pistol and ultra rare.
On Bronze the humble Predator is a very fine weapon and its ok on silver but a bit light weight for gold(casters could still use it I guess).
The Eagle is best used as a paper weight.
I havent really used the Arc pistol, Scorpion or Talon yet so I cant comment really.
In the end use what feels comfortable for you.

It's the only weapon I take with me on Bronze and I almost always have it as a support weapon on Silver. It's the perfect weapon that shreds shields and armor. It's got accuracy, power. The rate of fire and low capacity are things to be wary of but that doesn't detract from how great it is.

Whatever works best for you is my opinion. There are certain guns like the Carnifex and Paladin, which are popular around these parts, but that doesn't mean that you can't be successful with another. Try them and see for yourself!

Predator - solid, and just much better with super fast fingers.
Phalanx - my personal favorite, good balance of RoF and damage.
Carnifex - one of the best, but low RoF, so it's more difficult to line up a head shot sometimes.
I have a Talon I, but it's not good enough at I for me to replace any shotties yet.
Scorpion on paper should be a stagger machine, but I don't know how it actually performs.
Eagle - maybe once I get it to X. II isn't cutting it.

I use Carnifex when cooldowns are most important to me. But the Talon is my favorite. It's so awesome I use it on pretty much any class where ~130% cooldown is OK. The range is actually pretty impressive when it's scoped.Dr Toboggan wrote...
I'll vouch for using the Carnifex a LOT... until I got the Talon, which is now my gunbaby.
EDIT: Like somebody else said - try them and see which you like better. I used to like the Phalanx a lot and I still do use it sometimes. I can't pull the trigger fast enough for Predator, but some people do well with it.

In short, the Carnifex is a swiss-army handgun, it's pretty good no matter where you put it and the results are respectable.

It's ability to completely strip shields from all human-sized targets makes powers like Singularity and Pull Gold-viable.
