Particle Rifle shouldn't even be available to anyone other than Javik, but you can put it on all your squadmates if you want.

I didn't give him the Black Widow cause I figured he'd be too slow with it and would shoot stuff faster with the Valiant instead.
I don't know if it works that way but I just assume it does.
As for the Phaeston, I didn't really care what AR I gave him, but someone recommended phaeston for teammates to me once before so I just went with it, I was told it had a really high rate of fire and on teammates they would give amazing covering fire.

I did not notice any difference in rate of fire between Mantis, BW, Widow or Javelin on Garrus. Valiant seems like he only takes one shot as well.All-a-Mort wrote...
Here's a question, for Garrus (or Ashley for that matter), is there any difference in speed of follow up shots using BW compared to say Widow or Javelin? I've been inclined to think Garrus treats all sniper rifles as bolt action anyway, so the extra shots on BW or Valiant etc are wasted. Surely better to give him Widow if any sniper rifle so he can put the maximum damage downrange at his targets?
I can't remember what he would do with the Viper, it as been too long since I gave him that weapon.

When ordered to attack a target they will gain a 200% weapon damage bonus vs that target for the next 10 seconds ...
Garrus has two weapon class skills that apply directly to weapon base damage for assault & sniper rifles ... Combined with the 100% weapon damage bonus from passives & the *1.25 global damage bonus from his proximity mine debuff this means (a weapon specced Garrus) ordered//microed to attack specific targets CAN OUTDAMAGE A NON-WEAPON BASED class SHEPPARD ...
squadmate weapon damage formula
He can 1 hit kill with Widow body shots mooks even on the late game ... But he fires the Sniper rifles way too slooowly ... So I recommend speecing him for assault rifles and give him the Revenant ...Remember to equip him his +25% weapon damage bonus armor ...
I've seen him and Liara melt double debuffed (Proximity mine & warp) banshees ...
