Cryo blast states that it weakens armor. What exactly does it mean by this, and what is the base value? Rank 6 can weaken by an additional 25%, but from what?

Pretty sure it means that the armor effectiveness is reduced. If it normally blocks x% of damage, it now blocks x - 25%.

It blocks a flat amount of damage, which is 50pts per shot on Insanity/Gold. Reduce 50pts by 25% and that is the new reduction. This is similar to the effect "armor piercing" has in the game, or any of the other effects that "weaken" armor.
