I'm surprised no one ever mentions Tarquin Victus who I thought was a really interesting character for how small his role was.
Assuming that's the Primarch's son(only remember him by his rank), I liked him. I think his people and the game kind of give him the shaft. Head on assaults are hardly the epitome of tactics, he was trying to save his men and the enemy was a step ahead. The game then essentially lambasts him for trying to be creative like his father and not being up to snuff, implying he should have just hit them head on despite the certainty of horrendous casualties.

Anyway, Shiala probably doesn't count, so I'm going with either Niftu Cal or the black and yellow volus that is Harkin's associate during Garrus' loyalty mission.
Paraphrasing but
Shep: If Fade isn't there, I'm coming back for you.
Volus: Oh. Good.
Just the way he says it makes me laugh every time.

Rupe Elkoss. He makes the Volus proud.
Random Chick: So I'm thinking about going to Sanctuary I really hope it's not an facility used to experiment on refugees.
Rupe: Yeah it's a scam don't bother
Chick: You sure?
Rupe: Yep
Chick: Ok I trust you
and one less victim goes to sanctuary thats what i liked about him
And aside from that, Elkoss Combine is a major financier of the war effort. Despite all his claims that "war = money to be made", his corporation still gives as good as it gets.

I was hoping they'd reference your past more. Would have been great for my colonist FemShep to see what happened to the other girl from Mindoir she helped. Would have been nice to see the 'Biotic God' again, too. Gianna Parisini's another.
Her name was Talitha

In war stories like these I sympathize much more with realistic characters. It's the same reason why ME1 did not get dramatic for me until I was introduced to Kirrahe and his men. The idea that vulnerable, mortal, and likeable characters might fight and die alongside Shepard is much more interesting than the hero's journey itself.Deuterium_Dawn wrote...

Not to mention that the entire character of Tarquin reminded the player that even the best of intentions could result in unexpected tragedy in the chaos of war. It was a very poignant example of what makes the RPG choices so interesting in Bioware games.

As for Kal Reegar, well, I love Adam Baldwin, but did they ever explain why all Quarians have a generic Eastern European accent except for one, who sounds like he's from Texas?

I think it has something to do with the liveship they were born on. People born on the Rayya have the russian accent for example
