This boss is ridiculous. I have tried using spell sequencer: 3 lower resists, followed by greater malison and I still can't damage him at all with anything.
What is the simplest tactic to defeat him?

Ok, so you have a Gnome Fighter/ Mage/ Cleric and of course you’re playing solo with SCS installed but not Fixpack… that much is just obvious however do you have the “Crom Faeyr” or are you using the “Sling of Arvoreen +4” instead?

Among the things that help are: Planetars, Devas, Elemental princes, lots of True Sight spells both memorized and on scrolls, Horrid Wilting, Death spells for all those pesky "stalkers" that Drac keeps summoning, and a realization on the part of your PC that running away, healing, and then running back into the fray is the better part of valor. This battle is won by the summons and magic of Jah, Immy, Hairy, and Airhead, not by the weapons of Minsc and the PC; their job is just to GWW and then come inwith lots of 50+ point hits for the kill. On the cheerful side, a lot of players feel that this is the toughest battle in the whole Saga so once you win this, it will all be downhill.
P.S: It is usually wise to toughten up by taking apart the Drow stronghold first, make this your 4th ToB campaign, not your 3rd.

well my problem is that I cant figure out what is protecting him from spells. If I can make him vulnerable to lots of magic missiles and get rid of his haste, he should be manageable. But the combat log doesn't reveal much about why my spells fail (even after using pierce magic and breach).

If Haer'dalis has use any item Carsomyr will dispel on hit. Goodbye buffs and haste.
Get him to lay down some snares where you enter the area (not near him as either his human form or summons trigger them). Once he is in dragon form draw him towards them. If he has time snares he gets free hits?

What protects him is that he "cheats" like all hades! He frequently rebuffs and if he gets hard hit, he turns invisible and sneaks off to heal. You just have to keep after him with high level summons, True Sight, and keep your PC and fighters healthy for the final kill. You are operating on a much higher level of magic than magic missiles and haste. "It's not your father's dragon anymore".
By now your mages should be well stocked with Melf's Minute Meteors and Horrid Wilting, and your Clerics with Planetars/Devas.
Have you settled Sendai's hash and done all of Watchers Keep yet?

I do remember Draconis - the problem is that first, he is human, then he is a dragon. (hey - I think I've seen this somewhere before...in a game called DA: O....)
And in his Dragon form he cheats - and I do mean - cheating a lot.

However, to defeat Draconis, for the first and hopefully last time, I cheated my way out of this. I just looked thorugh the web to find a solution for instant kill a creature. I think it was CTRL+Y at the same time.
And it worked, too....
As for Sendai, I had to look at a video of someone defeating her on the speedarchiverun website to get an idea on how to to defeat her.

the problem with higher levels of magic is they take more time to cast, giving Draconis plenty of time to either turn invisible or chase something out of caster's sight.

At this point in the game I assume you have things like Robe of Vecna and are so filthy rich that you can buy all the 6th to 9th level scrolls that you want and put them in your mage's quick slots. Your planetars, devas, armored skeletons, etc. do buy you all the time your mages need to repeatedly cast Pierce, True Sight, etc., and make Drac attackable. It probably is the toughest battle in the game, but it is winnable without 2 dozen reloads, or dropping down to Easy/Novice level just for the battle.. You do have 3 mages (immy,hairy,airhead); don't have them do anything else but cast,cast,cast. You should also have a bunch of Breach/Pierce rods, which helps. Also check your spellbook and read up on which high level spells are castable in as little as one round. OR have one mage cast Time Stop as soon as Drac goes dragon, and get off a bunch of high level spells. OR start off with at least 2 of your mages casting 8th level versions of themselves so that you begin with, say, a Planetar, a Deva, an Elemental Prince, and 5 magic users. OR - assuming you have a good Trap setter, set a lot of spike traps in one area and then retreat and lure Drac towards them. OR...
There are a number of ways to skin this very tough cat, just keep constantly pushing the Pause button as you revise your "crafty and cunning plan" as the battle goes on. You survived the 5th level battles of Watchers Keep and the marathon combat with Sendai. This one is a little tougher, but not an order of magnitude tougher.

Just a quick note - someone said Minsc can't beat Draconis - that isn't quite true. If you have a high level dispeller, if that person casts dispel magic at Draconis, removing his protections, then Minsc does GWW with a two-hand weapon, Minsc could put a huge beat down on the dragon.
I had a 6 paladin group, and we destroyed Draconis easily. I had the two inquisitors cast true seeing, and the party just surrounded him with melee weapons, cast dispel magic, and he went down like a baby.
It is indeed pretty tough to beat him with a balanced party. Certainly any snares or traps should be used for the dragon form. Also, I highly recommend MMM (3rd level mage spell) and also the HLA energy blades, these can make your casters do some good help against him.
Quality summons (Planetars, Devas, normal elementals) certainly can give your party time to whittle hi down as well. I think he does do spell turning of some kind, which would foil your breaches. Try pierce magic or holy word to take those protections down first, then breach. And have your divine casters keep true seeing up, and mages/bards True Sight to dispel those invisibilities that he loves to do.
