As for the patch; patch notes say clearly that some or many of the fixes in the pc version 1.02 patch has been included in the Xbox 360 and the PS3 version of the game. You'll also have to remember that patches for the console systems have to go through validations and certifications check at both MS and SONY. And that can takes weeksm if not months.
As for the whole making the game easier bit; didn't they make the game harder? At least when it comes to the spells, no more freezing the bad guys for a very long time. As for more gold and health poultices, I can live with that...

Reports the trojan "TR/Crypt.ZPACK.Gen2" again, just like last time. Surely false positive.
Would it be possible to check with Avira somehow before these patches are released to prevent this?
Edit: Ah, someone mentioned it on page 4 already.

There are three changes this patch makes I think I'd like to avoid:
Knowing what files were changed would make it easier to go in and undo some of them. The spells Force Field, Crushing Prison, Cone of Cold, and Blizzard now have shorter durations and/or longer cooldowns. This ensures that combatants can no longer stun-lock each other by repeatedly casting the same spell.
The cooldowns for several low-level sustained abilities are now shorter. This ensures that players are not penalized for accidentally deactivating them.
Enemy corpses now drop health poultices and money more appropriately, resulting in less clutter in the player's inventory.

I need to use the old Cone of Cold on one last revenant before installing it, though. For some reason, I'm having lots of problems with this particular one.

I wonder if this means I can use the toolset without fear of corrupting my game.
I believe the answer is no, since there is no mention of the Plot GUID issue in the patch notes. The Toolset will get its own fixes in the future.

Which sounds like a good idea until you have someone trying to undo a specific change made in patch 1.13 and thus having to dig through and find it again with every single subsequent patch.Chris Priestly wrote...
To clarify, if you download patch 1.02, you automatically get the material of the previous patches. This saves people having to download patches 1.01-1.49 before they download 1.50 (in the future anyways).

2) Overall, an underwhelming patch, but I don't know how much time it took to sort out some of these issues. The surface stuff seems a bit misguided, though.
Please fix bugs like strength-shapeshifter and healing-effects-recieved before fixing avoidable exploits like infinite-experience-gain, and definitely before re-balancing abilities like Mage spells.
All these things need done, but this is a single player game. Fix the game ruining bugs before exploits & nerfing that people can currently avoid if they wish.

There's a lot you can do with the toolset without having to look at those files.

1) There isn't anything wrong with Chain Lightning (Other than it is a weak spell). It may be powerful it you rush it, but it sucks because it isn't modified by anything. While everything else in the game gets stronger, CL goes from win to weak. It appears to be a damage power for mages that don't want to take any Magic. Why are people upset about it?
.
4th tier spell, long cast time, that does not scale with spellpower? I think thats reason enough to think its bugged. If you do not want to take magic, why on earth would be playing a mage anyhow? If you say arcane warrior I will smack you with a fish. Arcane warrior abilities improve with magic skill.

"An error occured applying the 1.02 update to your version of Dragon Age: Origins. [36]"
And in a seperate window, there is a black box with green writing that says:
"Running External Installer for 'RT Patch'... This may take a few moments -36"
Any ideas what this is? The green status bar at the top stops at around a fourth of the way through and doesn't go any further.
