How do I get in that chest by the tranquil? He keeps saying that course of action is inadvisable. I even tried going into stealth and that doesn't work. I never even noticed the prisoner my first couple runs thru the game, so this is the first time doing this quest.

At night after you return from the wilds. Use the key then.

He moves after you finish up the quests in the wilds. Go loot the chest just before you go to Duncun to begin the Joining.

If you go to the wilds first, he'll be by Wynne when you get back. Then, you can safely use the... hopefully healthy... key.

being a rogue I was able to get a couple novice runes in the chest by alistair.
Any chance the tranquil can enchant them into my steel dagger? I can't seem to get the dialogue option with him.

You get an enchantment option later at your campsite. It was the only place in the entire game I encountered someone who could enchant. And odds are no, you cannot enchant your steel dagger. Only certain named weapons are available for enchantment. When you examine them, you will see two little empty boxes in the description - these are open for enchantment. For two thirds of the game, Beastman's Dagger was the only weapon I could enchant. Except I had my rogue as an archer, so it was useless to me. In fact, not once in the entire game did I have an enchantable weapon that anyone in my party could use.

Your weapon has to have rune slots available for that.
You won't see rune slots in anything below "red steel" IIRC.
There is also only one enchanter who does runes available to you, and you haven't met him yet it seems.
There will be no shortage of weapons and runes for you to choose from later in your game, though you may not like all the choices available.
No, you cannot enchant armor or bows ... yet.

actually the steel dagger does have an open box. Which I found strange you could buy this item from the quartermaster in Ostagar considering you can't enchant the thing. But then again, he sells items that are over 5gold. Where in the hell are you going to get 5 sovereigns that early in the game?

My City Elf Rogue, who is a misanthropic sociopathic, had nearly 30 sovereigns coming out of Lothering. Although he does tend to find items that fall off of carts quite frequently.
