I'll be optimistic that this is for Extended End, but no problem if this is for DLC either. Though I'd explode into joy-bubbles if Martin Sheen had more voice work, I don't usually look at voice actors but Martin Sheen's voice made The Illusive Man for me.

I think they meant 'the hold' from a development perspective. Story writing and voice acting isn't really part of the Development team.

The release schedule has changed.

Although I imagine the extended cut takes up a lot of work, I doubt that it is taking up all the work. (And there have been various messages on Twitter the past couple weeks about all the wonderful things happening in the office that aren't the extended cut.)
