Yes, it was only there for a limited time. The jumbo equipment pack is now the special pack of the week.

That's for the Resurgence DLC. There was a limited time resurgence pack in the multiplayer store.

Yup, they named everything "Resurgence" because it sounded cool.
Resurgence DLC, Resurgence Pack, and Operation Resurgence.
No wonder it's a bit confusing. Just get spectre packs in the meantime, they're just as useful.
