Infiltrator is a tech class though, look at the salarian for example, 3 tech powers. I suppose the argument against that is that Garrus is a bit of a soldiery type?
Garrus has traditionally had more tech powers than anything else in all the games. Only non tech powers he's had are concussive shot and AP ammo, and concussive shot on an infiltrator just seems absolutely useless.
Your idea is pretty cool though.

First you get tactical cloak as usual, then shadow strike which allows you to pull a sword out and deal massive damage. It's final evolution will either allow you to add an aoe with stagger or cloak reapply cloak immediately after attacking.
I know inf is traditionally tech/soldier hybrid but it might be nice to give him some kind of biotics, as he is primarily an assassin class and just sort of fits infiltrator. I was thinking it would be cool to have biotic escape, a variation of charge that doesn't do damage but allows you to escape, and its evolutions will include a lesser health restore, and a flashbang effect. It would be a very defensive version of biotic charge trading the inherent shield recharge and attack with the ability to go to any location you point instead of only at enemies.

Callibrations:Improves weapon damage for a temp period of time
Explosive charge: Drops an explosive charge, tap skill again to detonate. Grenade style ammo or recharge.

-Rank 4a:tracking Causes the target to display a marker above its head for everyone to see
-Rank 4b: Sharpened edge Increased travel speed and damage

-Rank 5b: Kinetic accelerator ignores shields/barriers(doesn't damage the shield, damages the HP)
-Rank 6a: Chain throw throws three daggers in a small spread
-Rank 6b: Neurotoxin target becomes stunned for a few seconds after being hit by the blade

It works amazingly against all enemy types, there is always a shielded enemy around in the thick of things to leech from, and you can stagger/headshot everything with else with ease.
It also sets up tech gursts very nicely agianst anything.
Energy Drain is just as good as Overoad overall, both excel at slightly different variations of the same idea.

If there was a Turian Infiltrator, I would like to see one without Tactical Cloak instead. the 3 Powers you listed are a very overpowering sets. And I'm not even sure the game programming won't break with such combinations.
Lets say you take Rank 6(Power Use) with both AR and TC, can you use TC, then activate AR, fire a shot to break cloak, but still got the 1 power use from AR, thus allowing you to cloak again, within cloak you are again allowed one power use, thus you can activate AR again when it ran out, and you can infinitely repeat this pattern.
If you don't take Power Use with AR, but went with Shield Recharge, you are still even more powerfull than Salarian Infiltrator(probably the best infiltrator currently). as you have the ability to fully recharges your shield with AR, while the SI can only recharges his shield when there is a Synthetic or Shield/Barrier around.

A shotgun infiltrator is cqc, and ED is very good at aiding survivability. Shielded enemies are in abundance on latter gold waves when you really need them, it's very easy to find a Marauder or Engineer, or something to drain.
And even for sniper rifle users, ED means you can completely ignore fitness and still get as many shots off while being able to take a maxed P.Mine too.
Both powers are equal, imo. OL = better CC, ED = better survivability, both are great for removing shields.

And have his passives set to increase duration of cloak on certain branches somehow so he could be used for high rof weapons as well as snipers.
