[TOBY FLENDERSON]

 Imported a save from ME 2 where conrad was alive and well, played through ME 3 and asumed I had missed him somehow. 
Now on a new playthrough (new game plus) i get to the medi-gel despensor mission and he is nowhere. I've watched the walthough vids and he is not where he is supposed to be. 

Is this an import error? Is there a fix? Could a Dev please give me an answer since I'm on my 4th playthrough with this character and really don't want to start from scratch because of a glitch.

Edit: I think in ME2 i used the paragon choice to get him to leave if it helps.

I've had this problem since mass effect 1. Was never able to get him to show up in 2 and now he doesn't appear in 3. Kind of annoying.

Guess I'll have to wait till someone figures out how to mod it in. Sucks because he gives you like 4 war assets, 3 of which are throwbacks to ME 1.

he shows up once you talk to the doctor to activate the side quest. look at your map and he will show up.

I did he doesn't appear. Think is an import error or glitch. might try activating the quest, leaving the citadel, then coming back and see if he appears.
