GPS is pretty bad at taking down tough enemies. This is very apparent in MP, not so much in SP as there is not enough of big enemies in the campaign :/

It depends on the character....

My Geth Infiltrator has no problems killing enemies with the GPS.  Why?  Extra geth weapons damage, rank 5 mines with 20% extra damage taken debuff, and charged shots with cloak bonus.

Charge GPS-Cloak-Mine-Fire charged shot will one-shot a phantom if the mine explodes before I take the shot, although if you don't hit them solidly it might take a follow-up.  Continuing to fire uncharged shots will kill a Brute on the last shot in the clip.  You do not kill an Atlas as fast as with a Black Widow (largely because penetrating guns can apply damage to Atlases twice), but it is respectable.

I agree that on bs classes (like adepts) you won't have as many weapon bonuses.  But then again, I have never seen an Adept really take down any large targets with any of their guns.  Damage was either from their combos, or they just happened to shoot it after an Infiltrator put a Widow hole through it.

My absolute favorite is the Eviscerator.  It's lightweight, such that the High Velocity Barrel's weight increase isn't a problem.  It has 3 shots in the clip, which is more than the other high-power shotguns.  It has a longer range than other shotguns, and the Smart Choke further improves it.  It fires quickly and reloads even faster.

 

When combined with rank 6 Incendiary Ammo (damage, ammo cap, burst), you basically have a long-range shotgun/flamethrower/grenade-launcher that pierces cover.

If I don't use that, I use the Scimitar.  It has the fastest ROF, and while the damage isn't as impressive it staggers just about everything, even Brutes and Atlases.  I find it is one of the best shotguns for beginners, since it also has the largest clip size.  Basically it's more of a deterrent-style shotgun that is very forgiving of missed shots because it's semi-auto.

 

Same deal with Incendiary Ammo, the burst upgrade at rank 6 works INSANELY well, because the 50% chance to burst applies to each individual pellet, so a shotgun blast of 8 pellets means around 4 of those explode for 2 meters dealing 145 damage even before you factor in damage and power boosts.

Basically, with Incendiary Ammo speced that way, you are dealing multiple mini-Fire combos with EVERY TRIGGER PULL.

Which is where the Eviscerator and Scimitar perform so well, they are adaptable shotguns, so no matter the range, enemy, or protection, you have an effective counter.
