Then we're given some new PC to run around and play with, preferably one who's allowed to be a bit more proactive.

In the second game we go more in depth with the mages and the templar tensions and the start of the war, and this is seen from the character Hawke. We are outright told that Hawke's story is over and (s)he won't make a reappearance (maybe in mention or a cameo) but won't be playable in DA3. We'll have an entirely new protagonist to work with, looking at the world from another angle.

Wouldn't mind Hawke or the Warden being involved in the story.

The end of DA2 was that the Warden and the Champion had disappeared.Which creates a nice big hole for a new player character in DA3.
I don't see that it would be too tricky for them to reference something of your character from the other two games but doubt they will make an active appearance - that would presumably be a huge hassle development wise.

Must confess that my initial reaction to the thread title was, "they probably aren't". However....

It's not a hole, Maric,The warden and Hawke disappearing are all part of the larger plot.

I didn't mean that it was a hole in the plot, I meant that by getting rid of the player characters from the first two games they created space for a third one without really having to have the previous two in-game. It's what the OP was asking about.
