Which is not a valid point to mention in the slightest, as out of the 4, Jack is the only one who actually fights something remotely intimidating, and only fights this way because it's in a cutscene. Never once do you see Samara wipe out a platoon of Collectors with a Warp field, or Liara doing the same on a platoon of the old Broker's mercs, or Miranda using Slam on an YMIR mech, or anything of the like.
"But she did this...!" holds little weight when she's the only one who's even depicted doing anything.

If we go by gameplay mechanics, it's Samara without question. ME2 assault rifle + ME2 Reave >>>>>> ME2 Warp and Overload >> ME3 Singularity and sidearms >>> Pull, Warp Ammo and ME2 shotguns.

Miranda gets the edge for being the best strategist and more versatile when it comes to weapons
Samara gets an edge due to experience, and the fact aht she in some ways is versed in the ways of hunting down very dangerous fugitives
Liara has an information advantage and for her age is tremendously powerful....but she is much nicer than the others, relatively speaking, even though through the course of the games she has toughened up considerably
i would probably say that Jack would go after Miranda immediately to finish what she started, and they end up killing each other
which leaves Samara vs Liara, and i would probably give the edge to Liara because she would know Samara's weaknesses and would use her adherance to the Code against her
so Liara wins

Miranda is all kinds of screwed because her presence makes other squadmates stronger.
In the final fight between Samara and Jack, I'd bet on Samara since she has reave. With reave, Samara can drain Jack's barrier (and more importantly, stop it from regenerating) while buffing her own damage resistance, which gives Samara a huge advantage in one on one combat.

1.Samara's a Justicar a solo warrior who's face impossible odds and killed everyone in her way, she knows how to fight and survive on her own and not relay on anyone else but herself
2.She's got raw power and intelligence, I'm certain she's just as skilled without biotics, she could kick @ss in hand to hand combat, weapons of all sorts too
3.She likely sits back watches the others wear each other down then swoops in and cleans them all up.
5.The training alone to be come a Justicar has a high causality rate, Survival of the fittest.
Liara gets her butt kicked in mere seconds by both Miranda and Jack
Miranda takes Jack out, as Miranda is far more level headed and skilled
In the end Miranda gets killed by Samara.

It's the age old question of Sith vs. Jedi. Renegade vs. Paragon. Vanilla or Chocolate!
My money would be on Jack.

But in a straight-up cage match... Jack would destroy Samara and Miranda pretty quick and Liara would be on the ropes before long as well. Jack is like the Conan of biotics, she was literaly bred and raised to fight in those kind of death matches (remember Pragia?)
Samara's main advantage is cunning, stealth, seduction... all useless against the other 3 in this Thunderdome scenario.
Same for Miranda, her tactical/spy-type training would serve her well in the jungle/hunting scenario... wasted in thunderdome.
Liara would do equaly well in either place.... she just doesnt have the stamina to match Jack for long. This would be like Hector vs. Achilles.... good fight but ultimately the winner wasnt really in doubt.
Winner = Jack
