You've gotta ignore cutscenes and gameplay, since they're contradictory and don't resolve anything (Jack is absurdly powerful in cutscenes but fairly lackluster in gameplay, we never really see Miranda fight in a cutscene, etc.).
Samara's got hundreds of years of combat training and experience, so she beats everyone in terms of weapons and general tactics. Miranda's the only one who could maybe compete in that area, since Jack and Liara don't have any special skills with non-biotic weapons. But again, Samara has more experience and training than Miri.
Biotics-wise, Jack is supposed to be the most powerful human (certainly moreso than Miri), but Samara is one of the most powerful asari (presumably moreso than Liara, who doesn't have any special reputation in this area). Asari already have native biotic ability, so the standard is higher for them, and Samara probably beats or at least ties Jack in that department.
Samara's at or near the top in weapons training, biotics, and overall experienc, so she wins.

In ME1 Liara would win because the others wouldn't yet be available. In ME2 Samara would win because Liara has more important stuff to do and wouldn't be there and Miranda and Jack would kill each other with Samara as the laughing third. In ME3 Liara would again win yet alone because of the Stasis IWIN-button.

Samara.
Jack and Liara are great and all, but Samara has had many years worth of experience fighting and using her biotics to her advantage. She'd have a much more worth while control over her powers than the rest of them. Jack, however, comes in a close second.
Adding their other skills, such as Tech and so on?
Miranda would be the most versatile, having overload, and biotic abilites. As it was said in an earlier post, Overload could be used against Jack's biotic amp, and to stun the other two. Follow that up with a few shots from her weapons, and warp to follow up, take out all of them. Miranda may not be the most powerful biotic of the four, but she's definitely the most usable one. Having flexibility in powers really comes in handy in a fight like that. Barriers would be useless against Overload.. and past that, truly, how many shots could any of them take?
Lore?... Well, we know that answer.
Liara has near unlimited resources to use at her disposal. Wet Squads, Mercenaries.. Hell, she could literally just sit there and overwhelm all three of them with sniper fire, and Krogan Mercs, and not have to shoot a bullet. Shadow Broker has perks, no? If we went by that, then yeah, Liara would win.
It's just a matter of how you look at the battle. All in all, no rules, ect? Liara would come out on top, due to her resources from being the Shadow Broker.. but without any other help, I'd have to give the win to Miranda. She just has the most diverse ability set, and could be used a lot more effectively against the three of them, than any of the others.
EDIT: Then again, they all use one biotic power at the same time, and they all die. We'd have to get Garrus in there for some calibrations, so they could fix the place afterwards.

You guys sit there and act like Miranda is the only one with combat experience and like Jack is the most POWERFUL biotic, when Liara has tech abilities too [it is shown in 1, and she has overload, and is extremely smart, all that is APART from being the shadow broker, and as the broker, it is shown she is ruthless in getting what she wants]. Samara also is very powerful and has hundreds of years of fighting experience with her biotics, is the most powerful biotic race, and on top of all of that, she has killed entire villages and will not hesitate to kill either Jack or Miranda for what they have done, and will probably do so in not even a second. Jack is powerful however, and will be a larger challenge than Miranda, because cerberus is more of a stealthy operation, sneak in and deal massive damage and leave, and the Thunderdome wouldn't allow for that at all, and she may have some weapon training, but she is just not as powerful by any means.

The storyline in ME2 strongly suggests that Jack is off-the-scale powerful. She does incredible things in the cutscenes, but of course in video game tradition, the actual gameplay versions of some characters don't match up to the cut-scene versions.

Jack or Samara, even odds for me. Jack would pound out furious blasts one after another, Samara would likely wait for an opening for a big chosen hit, is my impression. What tends to move the needle a little bit more in Jack's direction for me is if it is ME3 Jack. While training the kids at Grissom, no doubt Jack herself absorbed some lessons about wiser approaches to fighting than just all-out.

Both Liara and Samara are show in cut-scene lore to have strong barriers. Miri is not. Don't forget that Liara was tough enough to fend off an attack from Tela Vasir, and Samara did the same to Morinth. On that basis, I'd have to rule Miri out. As for Jack... anyone capable of taking out three heavy mechs the way she did would surely be able to take out even the strongest asari barrier. For me the whole question rests on who attacks who first. For Liara or Samara to win, they'd have to take out Jack, who would most likely focus first on Miri, leaving Liara and Samara to battle it out for the win. I would expect Liara to know each of their individual fighting styles and personal quirks intimately before stepping in to the ring well enough to predict Jack, Miri and Samara's first responses, and plan accordingly, so I give the win to Liara, not through strength, but guile and preparation.
Jack takes out Miri before she can defend herself, Samara takes out the biggest threat while she's engaged with Miri, Liara does just enough to look as though she's helping Samara but slaps her in a stasis at the first chance and finishes the battle with a coffee cup.

It would be an epic fight. I'd like to think that Jack and Samara are roughly equal in pure biotic power, then Liara and Miranda being lowest. Miranda does have tech though so she could easily rip through shields to use her biotics on the others.
I think Jack would focus on and take out Miranda but not without injury. Liara would strike to get rid of Jack while her attention is occupied (she became a little cold being the shadow broker) and Samara would easily kill Liara for doing something so unjust in a fight.
Samara has centuries more experience fighting than all of the others combined x4 and can use ARs while the others are stuck with SMGs and a shotgun. Also Reave is very deadly. Throw it on each of them and the next time one of the other biotics uses their power, Reave explodes, killing them.

As much as I love Liara, the winner would be Samara, hands down.
No human will ever compare with the biotic skill of a Justicar, not even Jack. No matter how good she is, she can't compete with hundreds of years of dedicated training and combat experience. And besides, that rage of hers is equally likely to be a weakness as well as a strength.
Miranda's biotic skill is lacking, and she doesn't have much else going for her.
Liara is intelligent and skilled in biotics, but is lacking in Samara's experience.

Well, Miranda sucks. Liara is ok but she has nowhere near as much as experience as Samara, and Jack is pretty freakin powerful (anyone remember the three giant mechs she rips in half?)

I was thinking along similar lines. Samara has more combat experience than all the rest of their lifetimes combined.
Here is how it goes down. Jack and Miranda start going at it right away. Samara puts down Liara pretty quickly then waits and finishes off who ever wins between Jack and Miri.

It would be a toss up between Samara and Jack, Samara has the skill and experiance but jack has the killer instinct so hard to judge!
