As soon as I start a new game or load a save, it crashes. I haven't found a satifactory answer to solve it

yes. I have the Storage chest mod, and a couple of self created toolset mods. I also tried to create item sets using by modifying a 2da file

As for the problem, there's a good chance the mods are involved (which is why I no longer use mods). Even if they worked previously, as their interaction with the game may not be predictable. First, try removing/unistalling them. If they are advanced mods that affect core game files then you'd need to try a complete unistall and re-install of the game (back up your saves first!).
Other issues that often cause problems are system hardware or even software (e.g. display adaptor drivers) updates. The 8600GT was a solid if not high performance card in it's day, but will struggle with Dragon Age at medium to high settings. If you have updated the driver since you played it previously, that may be a problem. Less likely with such an old card, but still possible.
It is anecdotal evidence largely, but it seemed to me that nvidia users on 64-bit systems had more trouble with this game than other users. But that should not be a direct issue if yours worked well enough previously.
Hope I've been of some help and be sure to check the troubleshooting and solutions round up stickies for more useful information.

I don't know if this helps or not, but maybe the problem is my internet connection. It's been screwy for a while. I can obviously access the Internet, but only with Internet Explorer 64. The rest, Internet Explorer, Google Chrome, and Firefox all can't let me do anything. I either get error messages that say they can't detect the internet (IE and Chrome) or give me a blank page (Firefox). Steam and ITunes also have that problem, so the problem might be the fact that my computer can't check my my game.I just tried disabling all my DLCs when I realized that might be the problem, but that didn't work.
