So, Anders has this power (Panacea?) that will only allow him to heal and nothing else. But there are very few healing spells and their cooldown is pretty long. He wasn't as useful as he was in DAO:A, so I basically used items to heal and rarely brought him with me.
How can I make Anders a respectable healer and worthy of being in the party?

Well that depends. I know if your on the PC, you can use a Mod that unlocks the Spirit Healer set for him.
I play on the Xbox and I learned something vital while playing MMOs, just because you have a healer in the party, does not mean you can rely on them for healing. I balance Anders out using damage and healing spells. Restricting him to just being a healer in my opinion is wasteful.
If Anders has damage spells he is adding damage to the party, thus he will not need heal as much.
I look over my companions and give them defense runes in their armor. I also make sure that with every companion in their tactics they have the ability to drink a heal potion when they get to 25 percent health.
If your heading into a heavy fight, having the party drink a Life Ward Potion before hand helps too.

I agree that it is wasteful, I mean, the group heal is only available if that other sustained spell is active. That's what I find most annoying

You can set it in the tactics such that anders automatically switches in and out of panacea on a needs basis. This allows him to deal damage/basic heal and help out with emergency healing when more than one party member is in trouble. Ideally this shouldn't be too often and you should be able to get by mostly on heals and potions and use the group heal/panacea in emergencies.
For example:
1. self: hp<50%: health potion
2. self: hp<25%: heal
3. ally: hp<50%: heal
4. ally: hp<25%: jump to tactic x-1 (e.g. 8)
5. self: any: deactivate: panacea
6. enemy: damage spells etc
7. ally: hp<25%: activate panacea
8. ally: hp<25%: group heal
Something like this should mean that anders will fight normally until an ally can't be healed by normal means and requires a group heal to heal them. Depending on how you specced him, you'll also have your sustains and damage spells programmed in. I think you can potentially get anders to switch to healing mode and use group heal when the party health is low (conserving a heal), but I don't think such complexity is necessary..

Personally I think speccing Anders as a pure healer is a waste anyway. I just give him improved heal, then spec him as an elementalist and use him for AOE damage (talking about nightmare). Restoration pots are cheap and cool-down quick enough that you really don't need aoe heals, plus all the characters have escape mechanisms if they need to buy some time for the pot cooldown (rogues go stealth if their low on health, warriors pop stonewall etc). If your party members are getting knocked out and continuously needing rezzes, then you're doing it wrong anyway. Just keep a rez pot or two if you stuff up on a boss and cbf reloading).

A last bit of advice sugah, play around with diffrent builds untill you get a build that suits your play style.

His group heal got use from me, but I'd activate Panacea when I needed it, and then deactivated it after using the group heal.
I like having Anders fill out the Primal tree and use Chain Lightning on staggered opponents, and he sets up Brittle cc with Petrify. Crushing Prison is nice to use on staggered elites/bosses.

The chief benefit from using Anders as a healer (and setting good tactics) with his special abilities is that the computer performs the actions extremely quickly, even faster than if you operated Anders yourself, including automatically activating Panacea to group heal or resurrect, and then de-activating it again.

keep in mind that you can still use certain spells if panacea (or healing aura, if your magehawke's a healer) are active. they're defensive spells rather than damage spells, but there's nothing wrong with having a few bad guys fly away when they approach the glyph of repulsion you had him lay down for you! need less healing that way anyhow!

On my Warrior playthrough, I never felt that Anders' healer skills were absolutely necessary since everything except bosses went down in the first ten seconds of any given fight, so he only joined my party for the Deep Roads. On my Mage playthrough, Hawke was a Spirit Healer and managed to be not only a better healer, but also completely indestructible.

My favorite Anders build is to not bring him at all. Anders is useless.
