It's possible to make peace between the Quarians and Geth DEPENDING on your past actions, specifically in ME2.

So hope you made the right choices, buuuuuddy.

You have to have done certain things.

Mass Effect 2:
Had to have resolved and maintained Tali and Legion's loyalty, even after they argue.
Had to have done Legion's mission; if you destroyed the Heretics, making peace is easier.

Mass Effect 3:
MUST rescue Zaal'Koris.
Must have done the Fighter Base on Rannoch mission.
Have a high overall reputation.

It helps if you're constantly arguing for peace while you're talking to the Admirals aboard the Normandy.

If you meet all the conditions for it, then you are presented with Paragon/Renegade choices in the conversation after downing the Reaper Destroyer. I personally choose the Paragon options, but the Renegade options probably work just as well.

Unless you imported a save with a Tali romance, Garrus will always do his Talibrations.

Had that thing maxed.  Helped a lot on missions

Too bad then, Garrus gets to have crazy inter-species romance with Tali instead of shep, though not anymore according to your choice.

From my understanding, it works on a point system. With 5 or more points needed to achieve peace. But there are other factors. The things needed:

1. An imported ME2 Save/

2. Legion and Tali both must have been part of your ME2 crew, both loyal, and both surviving the Suicide Mission. Also the dispute between them must have been resolved, preferably with a paragon persuasion. Tali cannot be exiled.

3. Did you re-write the Heretics or Destroy them in ME2?

4. In ME3 did you rescue Admiral Korris?

5. Did you complete the Geth Fighter Mission?

6. How high was your Reputation meter in ME3 when you did Priority: Rannoch?

All of these determine if you can make peace or not.


EDIT TO ADD: I forgot the exile part.
