So, I did every goal of every operation so far and didn't received a single commendation pack.

I didn't receive them automatically for Operation Goliath and Operation Raptor, either. I had to contact EA support and get the packs manually awarded. You should still be able to do this. Go to http://help.ea.com/ - there should be options on the right hand pane for you to log in and then start a Live Chat (text) session with a customer service operator.
You may need to explain the issue in some detail - say that you're playing ME3, the game has weekend events that are supposed to award Commendation Packs to players who complete the challenge...but you haven't gotten them. People on the Bioware Forums told you to ask EA customer support to get the packs added to your account.
I'm serious, explain it from the very beginning. Chances are the agent would have no clue what the hell you're talking about, and have to look it up. This saves you the trouble.
But once they DO know, they should be able to activate the packs on your account instantly.
