Melee has an autolock function, so I'm a fan of heavy melee on the them. Melee, if it doesn't kill them in one blow (aka. you're not a Batarian) backpedal while shooting, lock on, melee them again. That usually does it.

I think they're just the enemy which plays most noticeably into the game's buggy net code. Swear I've been shot by a hand cannon not even remotely pointed at me, and some biotic combos seem to be completely ineffectual at one point, but ravage them the next.
Overload seems to be the most consistently effective power in them. Other than pure brute firepower, of course.

All depends on the map for Phantoms, have an open map like Hydra and they have very little effect, the real strength being the abiltiy to sneak among you.
Infiltrators are also very strong against P's, cloaking is a cool toy.
