Patriarch.

The Citadel, an uneasy Aria T'Loak in a high security environment would have made for a very amusing biotic fight between those two old enemies. And of course, he has stories to tell.

I'm going to ignore the ones that got a mention in ME3 (or twitter in one case). While it's not what I would have preferred, it is still a mention.

Garnder
The two Krogan arguing about fish on the Citadel.
Fist (if he lived).
Parasini (betrayed or not)
Han Olar (he emails in ME2)
Morlan (instead of Kannik, IMHO)
While I haven't read the comic, I'm guessing The Patriarch didn't survive?

While I entertained the thought of Balak, I would prefer him (if he was helped in ME2).

Morinth got the NPC treatment even though she was a squadmate. Really disappointing because she was an interesting character. Even if they didn't want her to make a proper appearance she could have at least been a war asset instead of turning up as a banshee. Just seemed like the writers were saying to me "you made the wrong decision."

I just pretend that she got married or something after ME1 and got promoted, leading her to being Captain Riley. I mean, we don't see her face and she's voiced by Grey DeLisle... I have my delusions and I'm comfortable with them.

As for an NPC we never saw again, I wouldn't have minded seeing Eddie Lang, the C-Sec officer down in the Wards down the stairs by Doctor Michael's clinic, again. Not to mention Calyn and Xeltan. Need more elcor.

Also, much as I wanted to punch him, seeing Delan again, the jerk on Horizon who blamed the Alliance for the Collector attacks, just so we could get a chance to give HIM the Shepard punch.

Ooh! Manuel from ME1. He'd act differently towards Shepard depending on how Shepard treated him in ME1 ... possibly even being thankful for Shepard knocking some sense into him as a bit of irony.

I have a few.

Shiala. They made her so intriguing then whipped her away back to Feros.
Gianna Parasini. Great character, great comic relief. I was so pleased in ME2 when she shouted out "Oh my god! Shepard?!" on Illium, Did you like to help her or screw her over? lol
Helena Blake. She could have helped the war effort either as a merc or a social worker.
Detective Anaya. What a great dry hard ass cop. There were some classic one liners from her in Samara's tale.
Morinth... enough said.
Fist. He was possibly your first proper villain to take on in the ME universe and made an appearance in ME2.
Talitha. Awww. Who wanted to give her a hug eh?
Vido Santiago. WTF happened there? The ME3 codex refers to some generic blah about a batarian being the founder of the Blue Suns?!! Serious oversight, particularly if he lived through Zaeed's loyalty mission.

There's probably more. :)

patrick weeks told me on twitter that the game was just too big w/ too many characters to bring back everyone...well,ok maybe not everyone but they sure left ALOT of characters out, just forgotten.....you mean to tell me they couldnt be on the citadel or somewhere like that??.....FOR EXAMPLE: noles on the citadel investgatig batarian codes-that couldnt have been giana parascini? please. there were alot of radom new minor characters on the citadel no one gives a **** about....they easilky coulda brought back past characters, at least ones appearing in both me1 and 2 like giana and shaila

As suggested by some, Gianna Parasini not being in ME3 was like, what? War time is when the Black Markets and profiteering soar, so she would have been well busy and there could have been a relevant mission on the Citadel or wherever.

Shiala and Gianna. They both flirt with Shepard in ME2, and their dialogue implies that something could have been started between Shepard and them, so what was the point of including that little piece of dialogue if it amounts to absolutely nothing?

I really wanted to see those guys again. Especially Chellick if he really was being the Executor of C-Sec, would've made sense to see him instead of just Bailey.

I always laughed when I went past Chellick's office on the way the the Embassy Bar because the door automatically opened and he was just sitting there.

I had two stupid scenarios in my mind:

1.  Chellick goes mental because the door keeps opening and shutting, sending him crazy, "Can someone PLEASE sort out this door's sensitivity, all this opening and shutting is driving me to distraction!"
2.  Chellick looks up and thinks "Ooh! has someone come to visit...?  No, it's just the door opening and closing again...*sigh*"

I don't expect them to bring everyone back, but it would have been nice to have Parasini and Emily Wong. I mean... you do quests for both of them, both are well liked characters, and Parasini was even in both of the previous games. We may not get to interact with Wong in ME2, but we got an e-mail from her, and there was Shadow Broker video footage of her. She deserved better than a death on twitter.

Toombs would also have been nice. Leaving him out just leaves loose ends, especially if you have a sole survivor Shepard.
