- Mess Sergeant Gardner - We got Ken and Gabby back, what happened to him?
- Gianna Parasini - I liked her in ME1, and in ME2 the backstory fleshed her out, I'd like to see how she'd handle the Reaper War
- Aresh (if he wasn't killed by email) - interesting.
- Helena Blake - Possible war asset?
- Sha'ira - Dissapointed I only got an e-mail in ME2, wanted more in ME3.
- Shiala - I would've liked to see the connection between the Thorian survivors in an actual cinematic.
- Maelon - If he's not in the Omega DLC...Implications unpleasant.
- Sidonis - Did he redeem himself or fall further?
- Kal'Reegar - I ADORED Kal, he deserved better.
- Urz - I wanted to take Urz on the Normandy so bad. S/he'd certainly be more useful than that damn MechDog.
- Lorik Qui'in - He owes Shep a beer, and he could be useful.
- Chellick - C-Sec would've stood a better chance against KL with Chellick still there.
- Emily Wong - Why did BW kill the only reporter I didn't want to shove out an airlock? Stuff Allers, give me Wong!
- Lia'Vael nar Ulnay - I'd like to know how her pilgrimage worked out.
- Veetor'Nara - He's so sweet, I want to know how he's going.
- Talitha - How much further along the road to recovery is she? What's she doing now?
- Feron - A good character, he deserved more time than just LotSB.

Also, Kate Bowman. Maybe not my favorite NPC, but whenever someone mentions Terra Nova I wonder if she survived the invasion.

Kargesh and Rukar (some people have been speculating that Rukar is gay because he doesn't like Asari, maybe he is, maybe he isn't, but not liking Asari doesn't necessarily mean he's batting for the other side)

There are one or two others that you could argue were treated worse, but killing that glorious bastard in an email was pretty bad. He didn't need to have a larger role or anything...a brief cameo would have been more than satisfactory. Like say...on Earth...you know? Where all the major forces/characters were suppose to come together to stomp the Reapers...
But that's just me talking. I don't design games or anything like that...
I actually think the reason they did this was because Baldwin was not available for voice recording. At least that's what I hope it was.

2. Toombs - After his mission in ME1, Shepard working with Cerberus in ME2 and the email he sent, an appearance in ME3 could have had some interesting dialogue, especially for a Sole Survivor.
3. Lorik Qui'in - There was even a mission on Noveria. I'm surprised he didn't show up.
4. Rana Thanoptis - I was curious to see what would come from leaving her alive, since it was hinted when we saw her again in ME2 that this could have consequences. I thought she might have another research project going, and some info that could have been interesting to Shepard. Personally, I wanted to know more about her Virmire research, and it wouldn't be totally unexpected to see her with the genophage cure team after her work with Maelon.
Those are my top choices. There are other characters who had reason to make an appearance too, but... I can't really call all of them favorites. I don't even like Rana, I just put her on the list because I was interested in her storyline. xD Some others that don't have any influence on the story, like the techno turian, would have been cool to see again as well (in his case, on the dance floor at the Citadel bar).

He's a true soldier, and seems to be a great guy who will stand up for his team and whats right. The mission and protecting others come before his own life.
He reminds me of Big Boss/Snake from the MGS series... infact, he must be Big Boss's future clone.
