I have an ME1 level 60 Sole Survivor(Soilder) character and are just going to play ME1 again with the character.
But there is two options, either I import the old character or play a New Game+, but what is the difference in those two options? Is there a bonus missions in playing the New Game+?

Nope, you won't gain anything besides possibly completing stuff you might have missed the first two times around.

I think I read that if I start at New Game+ I keep the renegade/paragon points and if I import there are no Renegade/Paragon points, is that true?

Yeah you lose those, but my second play through seemed to gain them pretty quickly, I was maxed out about halfway through the game.

Hard choice to do here, here is a picture on my talentpoints:

Are there enough intimidate points on my character to choose the the most evil renegade choice in the game?(murdering, blackmailing, hurting...)

Hard to tell since you *could* already have the full 12 points; however, you won't be able to tell until your renegade point meter fills up more.
