I keep getting character upgrades in packs for characters that are already fully unlocked and have maximum experience, in particular the two human soldiers. Is anyone else having this issue, and is this the desired behaviour as it seems rather pointless to me.

Yes this is normal.
And yes, there have been many posts about it in the multiplayer forums. We all hate it. After you have most of the guns, all you'll get is the same character cards over and over again.
It's a dreadful waste of time. It's unlikely they'll change it though, as getting "dud" packs containing only characters theoretically extends the life of the game, albeit in the most annoying way possible.
