So I went into the Carta Hideout and killed Jarvia. Now I should go back to Bhelen to give him the news that she is dead and move on to the Paragon quest. But for some reason, I can't get to Bhelen. He's locked in the Assembly. I tried exiting to the camp and going back to see if that worked, but it didn't.
Is this a 360 glitch or did I miss something? I looted Jarvia...went through the hole in the wall. I sold stuff to the guy there and then went to the diamond quart. A cut scene played with them all crabbing about politics and then the assembly guy went out the door and is now standing there. There isn't any combination to get any answers out of him.

You sure he's in the Assembly? I did the other choice, but Harrowmont was in his house. Did you try Bhelen's house?
