Not really likely at all to be Raloi. To be a multiplayer race, that would mean they have both the ability and willingness to send soldiers to the front lines. Raloi are trying to appear underdeveloped to hopefully be spared. So that would mean the Government wouldn't have any space vehicles, let alone ones for DEEP intergalactic travel. Which means for there to be Raloi soldiers on the front lines, private individuals would have to both build their own intergalactic ship AND be a skilled soldier. Seems just too fatfetched.
And we've seen that Protheans have the technology to put people into stasis for VERY long periods of time, and they've obviously tried multiple times. So the fact they've even TRIED means it's a very real possiblity that it's worked somewhere and there is a site filled with "frozen" Prothean soldiers just waiting to be woken up.
And if such a thing did happen, then it's likely that, y'know, you would have heard about it in the single player campaign. Every playable race in single player is a War Asset, because you can obtain the aid of their armies. Protheans are not. You can obtain the aid of a single Prothean. If millions were found in stasis, I think you would hear about it in single player. Not only that, but millions of Prothean soldiers and not a single civilian or scientist. And the entire galactic community allows them to become expendable special forces soldiers on the front lines, after 50,000 years in stasis. Yes, Protheans had stasis technology. Yes, millions could theoretically still be in stasis throughout the galaxy. But if that was the case, they would not all be soldiers, and they would not all be allowed on the front lines, let alone all WANT to return to the front lines. They've just been fighting Reapers. Their entire civilisation is destroyed. Javik is the avatar of Vengeance. Others might not be so obsessed with avenging their race and might want to just, y'know, start repopulating it.
