I dunno about this. The ME2 Incisor was a squddie weapon because it perfectly made headshots while its major weakness - ammo supply - was a non-issue.
For the PR I really don't understand why people say the PR is awkward to use. I've never had an issue keeping it on target and its accuracy is far better than any other full-auto weapon in the game, and its unlimited ammo make it an excellent weapon for Shep.
Explosive ammo doesn't so much boost its effectiveness but takes it dangerously close to 'OMFG OP BROKEN' levels

I find myself using the M-96 Mattock Heavy Rifle and the M-13 Raptor Sniper Rifle a lot course I tend to switch to the Javelin once I get it
Mattock is perfect for keeping me from wasting ammo and the Raptor's punch isn't as strong as some of the weapons but it's quick firing helps if you don't have the preorder weapons.

That said, Incinerator has a point - in any game with an arsenal and levels as wide and as varied as this, preference does play a big part. My modded weight-agnostic Adept carries five guns and every single slot has required a fair amount of thought to fill, since there's at least two per slot that I really like.

seems a bit redundant as a loadout, the only difference is some of the dmg and the mods you slap on them, but functionally they are pretty much the same thing (mattock and raptor)

it does a crazy amount of damage, and it can be charged up in a similar fashion to the geth shotgun...seriously 1 charged shot takes out a turret...
it's very similar to using the other semi auto rifles...
if you don't have it then download the KoA: Reckoning demo and play it till the end (will take a lil over a hour) and you'll be awarded it for doing so...so easy to get and totally worth it...

Strange, when I tried to equip saber on my adept instead of PR - recharge dropped in deep red, and with it its about +70%. Maybe it was a glitch, then.

I like the Vindicator the most out of the actual AR's. It is light, accurate if you know how to fire it, and does decent damage. And you can take down armored enemies relatively quickly if you use AR Piercing (which you should on most of them).
I'm fairly certain the Particle Rifle weighs more than an Avenger. I am not sure if it is equal to the Saber (which is Revenant weight), but it is heavier than an Avenger to my recollection.
As for the cooldown bonus, that is relative to your weight capacity. If you have low weight capacity, like on an Adept, the swings for an amount of weight are more drastic.

Having said that, it's still the best full-auto AR, even with it's weight. Godly charged DPS + 100% accuracy + zero recoil + self-regenerating ammo = a truly mighty option.
I'd argue that things like the (pre-nerfed) Falcon or Saber are probably equivalent in performance but simply aren't real assault rifles - they don't really cover an AR's role. Personally I don't see the point in either as you have powers for explosions and there's about half a dozen options across the Heavy Pistol and Sniper Rifle slots that do the Saber's job much better.
Nothing in the game comes close to offering the PR's performance as a full-auto main weapon except for stuff like the Spitfire. It's only real weakness if short range.
