What does this mean?
Enemy: Health >= 75% ...
As long as the "current" enemies health is above 75% then execute action?
OR
Find an enemy with health over 75% and execute action?
Enemy: Health >= 75% ... What does that mean exactly?

It means IF there is a target that meets that criteria, then it will execute that action

Nope. Tactics check all current enemies and your party for any of the matching criteria. Higher on the list means they will go first. Think of it as a watered down version of the Gambit system from Final Fantasy 12
