He is essentially correct. If this is a known issue then the service should be suspended. He did not receive what he paid for ergo he was cheated. This issue is the seller's burden of care to fix. If they continue to promote a faulty product then they are in breach of trade laws.

Considering there are different consumer affairs bodies in different nations i fail to see how I fail. Without knowing where I am based your assumptions are irrelavent. In Australia this may present a breach of trade regulations. I assume you are a lawyer to be so erroneous.

Well the mistake was using chargeback. What he probably should have done in informed PSN of the problem and how the bug was erasing something he had paid money for. The whole pack thing is very shady though. If I buy something normal on PSN ,then it's flagged to that account and I can download it again if I should delete it. The packs are more like lottery tickets, and everyone should be complaining about that.

After the numerous times I got spawned into a game where everyone was downed, and I had to try and survive solo, as well as the number of times I had started a game only to have everyone quit out, I decided I will never spend real money on any of those packs. Just bought some nice new incendiary ammo? "You have lost connection to the EA network". Yeahh, no thanks.
