Upon entering Huerta memorial, I'm not able to speak with anyone - neither of the doctors approach me, can't even find James, and can't access the gift kiosks. I can enter Ash's room and play that cutscene, but nothing else.
Any guesses what's up? I had chosen to visit Huerta first, didn't change my mind.
No conversation options at Huerta

NPCs rarely ever approach you to initiate a conversation so I'm not sure what you're expecting.
James is not at Huerta so I'm not sure what gave you that impression. If you're looking for him then it's pretty much a waste of time. Have you used the tutorial about the map? Check your map to see where things and characters are.
Eliminate the obvious: have you tried clicking on the singular kiosk?
