Speaking as a 3d animation and arts student... hair systems take a lot of render time and power and can be complicated to work (there's a slew of people that make their living JUST by developing and managing hair systems). In movies, this is okay because you render it only once for the final version; games have to re-render every second. So what we get in games is frequently not so complex (and thus "less realistic") because it's more important to get proper facial feature movements and proper arm and leg movements than the flow of hair. Plus clipping issues with long hair (and cloaks). Mid-length cuts would be the longest that look good without causing other problems.

Even if it was made such that it couldn't move around, I'd still be happy to have long hair that looked great.
