Flirting with other characters doesn't cause Leliana's romance to bug. However, Leliana's romance is HORRIBLY bugged. If you are in a romance with her and raise her approval too quickly, you'll never get her personal quest. If you have no interest in a romance with her and do her personal quest, conversely, you'll most likely STILL end up in a romance with her and if you tell her you just want to be friends, you're STILL in a romance with her.
My advice, if you are on a console, use feastday gifts to drop her approval low enough to get her personal quest. If you're on a PC, you can use ZDF or Dialog Tweaks to get her personal quest, or you can use console commands to stop the romance, get the quest, then restart it. Or use feastday gifts there as well.

I stand corrected.
I had assumed that romantic advances to other characters (accepting a kiss from Kaitlyn in Redcliffe, for example) was the cause of Leliana's behavior. Made more sense, in a way.
