So Im going to create a totaly Renegade Shepard in ME1, I have a 60 Level Shepard already but he is a Sole Survivor So I want to create a new one wich is Ruthless, but I wounder how fast I can get the "red renegade options" available in the game, can I make it available from the beginning?  I dont want to miss any Renegade moment in the game. 

Or is there anything I can do to change my Level 60 Shepard to Ruthless when starting a new game?

You cannot change a level 60 Shepard to Ruthless when starting a new game.

For new games, you can put a max 3 points into Intimidate right away. Rank 4 is unlocked (with a free point) after becoming a Spectre. After that, you can gain a max 3 more free Intimidate points if you go nearly pure Renegade. The rest you will have to put points into. You need a maximum if 10 points into Intimidate to unlock all red Renegade conversation options.
