Martin Sheen, Brandon Keener, Courtney Taylor and Ash Sroka.

None of the characters work without their acting. Fantastic voices that immediately resonate with the player alot about the character.

IMO, both of Mordin's voice actors were spectacular. The original will always be my favorite, but they both did a great job.
I'd love to listen to the recordings of whoever did the elcor voices. Did they really keep their voice monotone the whole time or was it filtered? And jeez, the bloopers for that would make me cry.

IDK Mass Effect does a damn good job with VA IMO,It's hard to pick one. I say 80-90% of them are ooo ANDERSON. Sorry lol.
I will go with Anderson. Then Tali.
Although They are all a beast, and we are all correct in any member we pick.

Honorable Mention to Mark Meer. ManShep was terrible in ME1, but he really turned it around in ME2 and 3 (plus he does a bunch of other voices, including Mordin in ME3).

I can't really fault any of them (I didn't even think Chobot was that bad to be fair). I'd probably say Hale gets it though.Ali Hillis has improved the most over the series though, did a good job of evolving the character.

Almost all of the cast did a stellar job in ME3, with a few exceptions (mainy Allers).

If I had to single a few of them out?
Kieth David - Anderson
Martin Sheen - TIM
Brandon Keener - Garrus
Ash Sroka - Tali
Seth Green also did another great job as Joker.

I'd also like to add Mark Meer - he was brilliant in ME3, no question about it. Such a big leap from the previous games.

9) Courtney Taylor (Jack- Again, I love her voice acting.

11)Ike Armadi Javik(Because he much more than a voice

For the record, this is not just great voice actors delivering crappy lines. These are great lines being delivered by great voice actors. It is amazing.

Martin Sheen was awesome as TIM. Don't understand why people thought he was too old to be TIM.
Kim Hoy was perfect for Kasumi!

Ash Sroka. Even without having a face (before ME3), Tali's character was just as complex and interesting as other characters.

In my opinion Ms. Hale takes the trophy, that woman reaches into my soul with most of her work. The VA who voiced Samantha is an honorable mention because I am a sucker for a woman with an accent.

I second that. The Mass Effects games are some of the best voice acted games I've ever played and there are simply to many great actors to name them all. Pretty much everyone was amazing. 
That being said, I liked Ms Hale as Shepard a lot, too.

 It would be easier to list bad voice actors. At least the list would be a lot shorter.

I think 98 % of the voices are really good and fit the characters perfectly. And all my favourites have already been mentioned.

There are some voices that I don't like, but the problem is just in my own head. For example, I hate the way Illusive Man breathes. Sucking that smoke in and huffingpuffing it out and pronouncing words at the same time. Makes me crazy! And another example is Miranda and Tali, I just simply hate their accents. I feel like their voice actors hide their bad acting behind the accent. On the other hand, I love listening to Samantha. Her accent is sexy and in a way it supports the goofy character.

I also hate Liara's way to speak. Listening to her, I feel like I'm lying in bed waiting for death and she sits beside me and whispers so that her words couldn't crush me. I would love to hear her SHOUT and not whine all the time.

Also, in the third game, for me it seems that Garrus has gained an attitude problem. He sounds arrogant and rude which is nothing like his voice acting in ME1.

Or maybe it's me with the attitude problem! :D

But anyway, all in all I'm very pleased with ME voice acting. I can see the game makers really put effort in finding the right voice for every character.

I would have to fill a whole page with names, expect for a few characters I didn't like.
But overall I feel that Keith David and Martin Sheen, were the best.

Anderson's speech, just before the end? LEGENDARY!

There are so many good ones. I'll list a few now, but if you ask me again in a few minutes, I'd probably give you completely different answers.

Brandon Keener - I'm fairly convinced that something like 70% (if not more) of Garrus' popularity and appeal is tied up in Keener's easy charisma as an actor. He sounds so casual and comfortable all the time, it's difficult not to find him affable.

Courtenay Taylor - very powerful, naturalistic and spontaneous delivery. Jack's voice is her character.

Yvonne Strahovski - very fluid and naturalistically restrained. She makes Miranda sound like a completely real person, along with everything (good and bad) that entails.

Keith David and Martin Sheen - both grippingly charismatic and suave in completely different ways. Perfectly suited to sell their characters as mentors and overseers of sorts who stand on opposite sides of Shepard's moral spectrum.

Most underrated, I think, would have to be Robin Sachs, whose rough, gruff performances in games is always pleasant and appealing. And as for most improvement over the series, I'd definitely have to give that to Meer, who I thought did a fairly serviceable job in 2 and turned in a very, very sharp performance in 3, making Shepard sound almost disarmingly vulnerable and human.

The Asari councillor, Tévos is it? (assuming you saved the council in ME1) her voice is damn appealing.

Also I'd like to note i despise ashley williams, but still think her voice actor was great.
